Scouting Magazine was first published in 1909 as Headquarters Gazette, later renamed The Scouter, and later still renamed Scouting. The Scout was published when Scouting was called The Scouter (Scouter being another word for Scout Leader or Scout Master as they were called then). Headquarters Gazette/The Scouter/Scouting is mainly aimed at leaders, but The Scout was aimed at the Scouts. Scouting magazine did do supplements for Beavers, Cubs, Scouts and Venture Scouts.
